This is a Player Killer dungeon that can only be accessed by handing a Shadow Fragment or Pyreal Bar to the Guardian of the Forbidden inside the Greater Battle Dungeon.

Later access was also made available as one of the random portal destinations a Spectral Fountain can send you.
