You must have 75 MMDs on you in order to get the dialog to purchase 3 Aged Legendary Keys. If you have fewer, the NPC will brush you off.
A similar NPC, Lormish Littlefinger in the Freebooter Keep Black Market also sells these gems.
The Black Market Advancement Gems are Attuned, so if you buy one, you have to use it for yourself.
