You must first find a Dark Inferno somewhere on the [[Obsidian Plains]]. They are a rare spawn and will randomly drop a Scroll of Dark Rain.
 
Once you determine that you want to collect your reward, head to [[Hebian-To]] and hand to Fazen San the Translator at 39.2S, 81.6E.
