From the Trothyr's Doom quest introduced in the Release event.

Altar of Asheron
Value: 0 100 Burden Units
Using this altar will let become one of Asheron's favored again, a Non-Player Killer protected by Asheron himself -- but to complete the process you must not have killed anyone for 15 minutes beforehand.

Located at the bottom of the Trothyr's Rest dungeon near Rithwic. Lockpick or Trothyr's Rest Key is required to get to it.
This was the original method to turn NPK. It was the only way for a while.
