From the Falatacot Report Collector quest, introduced during the Ancient Powers event.

Falatacot Battle Report

A piece of paper with glowing protections on it. It seems to detail troop movements and such on Dark Isle. It's too hazardous to handle without the proper knowledge of what its used for. You can only carry 10 of these items. Special Properties: Attuned, Bonded May be taken by people with proper protections on them.
