At the entrance, there is no surface portal. The portals to Hebian-To have been destroyed. You need lockpick to get to the area with the Zombies and the Armoredillos, and to access the (remaining) surface portals. The portal to Shoushi and several of the Surface portals at the end (according to the map) have been removed all together.
