It is the location of the ? Gatekeeper which holds 1 of the 3 pieces of the key to the Hoshino Fortress. It also contains the NPC and portal for the Ninja Academy quest. The town is a tier 8 loot area along with the rest of the Hoshino Fortress area.
The town is fairly close to Hoshino Town #3 and is loosely connected to it by a few outlier buildings. In one of the buildings between the 2 towns is Shorikan, the NPC for the Nanjou Stockade quest.
