Down inside the bunker at 64.9S 44.1W is the NPC the Jailer. Just north of the Jailer is a hidden wall, behind it is a hidden portal (does not show up on radar) to Jester's Prison, double click the portal to enter. The Jester's Prison Door inside is Resistance 9999 to lockpick.
