One of the Lugian Citadels mentioned in the Directions to the Lugian Citadels Rumor.
The Mountain Citadel is hidden in a deep valley, and guarded by quite a few Extas Raiders and Gotrok Tiatus.
During the Reign of Terror event, the level 60-80 requirement was removed.
