Walk Through
1. Use an Altar of Bael'Zharon to turn Player Killer (Red) then speak with Hassha. Take the New Gerz Villas portal (2.2N 50.4E) in Lytelthorpe and run southwest to 10.3S 50.5E. You only need to speak with him once (when repeating quest).
2. By Hassha, enter the dungeon Cells of the Black Book (any of the four portals can be used) and a short distance from the drop you'll find a Font of Stasis. Use the font.

The waters of this fountain have strange properties that seem to impede the flow of magic. |
You fill a small flask with water from the Font of Stasis.
Font of Stasis gives you Water of Stasis.
There isn't a timer on using the font, so take as many as you need for the items you wish to make unenchantable. The Black Pages of Salt and Ash are also here for the taking if desired.
3. Use a an NPK Shrine to drop Player Killer Status (if desired). Apply Water of Stasis to item of your choice. Warning, this cannot be undone.

Lore
Hassha tells you, "Hassha grants you leave to enter the Cells of the Black Book, human. Tread carefully, but rejoice! Great power lies within. You must take it, and use it... Let it be known, the portal will only accept you if you have given yourself to blood and darkness. You may only enter the Cells of the Black Book if you seek the blood of your fellow humans..."
