I looked at the Map Point template, and it appeared the problem was a missing </div>.  After adding that, the navbar on the left displayed properly when I previewed a change to the template (it didn't before), but it's still at the bottom when I just view the page.
I created [[Template:Map Point test]] to test further changes, but it displays properly, and when I make changes to that (adding or removing the </div>), I see the changes as expected.  There is a couple second delay before I get the updated version.  I'm guessing there is some sort of caching problem with [[Template:Map Point]] right now that is preventing it from using the updated version.
And that is indeed what the problem was.  You can add a "?action=purge" to the URL to purge the cache, which I did, and that fixed it.  --[[User:Widgeon|Widgeon]] 20:31, 13 May 2009 (UTC)

I looked at the Map Point template, and it appeared the problem was a missing .
