Tentael, the capital of the Seaborne Empire, had a population of over one million at its height. There were, naturally enough, millions more who didn't live in the capital.

By the time Asheron cast his spell, the only remaining holdout of the Empyrean was Ireth Lassel, now known as Dereth. The folks in the opening animation were all adepts of the Knorr Lyceum. You can tell by their distinctive robes. There weren't a heck of a lot of Empyrean survivors; the group you see were the last to leave. They had helped Asheron evacuate everyone else.
