Talk to Fergal the Dire in Baishi to begin the task. You must kill 10 Dire Mattekar that spawn in the mountains south of Baishi and also in the Lost Wish Range north of Arwic.

Fergal the Dire tells you, "Excellent work, friend! You have slain many of the terrible beasts! Allow me to reward you!"
You've earned 100,000 experience.
Fergal the Dire gives you Dire Mattekar Dispatcher Token.
Fergal the Dire gives you Dire Mattekar Dispatcher Plaque.
Fergal the Dire tells you, "Just give that token back to me if you'd like to be officially recognized as a Dire Mattekar Dispatcher."

You give Fergal the Dire Dire Mattekar Dispatcher Token.
Fergal the Dire tells you, "Congratulations! You are now truly a Dire Mattekar Dispatcher!"
