Epix Andy is a vendor located in the South East wing of the Marketplace. He sells Heavy Olthoi armor and the MK IV series of weapons which are suitable for level 150 to level 180 (or so)
The Heavy Olthoi armor comes with many of your Epic attribute cantrips, and a level 150 wield requirement.
His weapons do not have cantrips or spells, but skill requirements and weapon stats are in line with what a level 150 to 180 character would expect to use.
He also sells Trade Notes, Left-Hand Tethers, and Left-Hand Tether removers.
