Question: would it be possible to change the torch model to be considered a shield instead of a weapon?

Then melees could hold a torch up to see while still being able to fight. Torches are already non-targettable to item magic, so the torch couldn't be used to absorb damage as if it were a real shield.

Answer: If you wield a torch, you have SOME combat value from it. Not much, but some.

Putting it in the other hand will totally cripple archers, as they would not be able to equip a bow at all.

Torches are not a necessity. They add an air of ambiance, but with the Brighness bar they really have no useful game functionality. There can be no "pitch black" dungeons as you can simply slide your brightness all the way up, and - instant torch.
