Question Title: Would it be possible to have a spell on a magic item that used 0 mp/sec?

Question: The title more or less sums up my question. The reason I'm asking this is that it seems to be a good way of making semi-uber quest items. For example a Hoaryish robe that casts a spell that lowers max hp's by 15 and never makes the robe run out of mana.
