- Travel to Bandit Castle and speak to Shanrek the Forger at 66.5N 49.9E.
- Give him a C Note, then go north to 75.6N 46.9E where you'll find a Blue Coral Reef in the water.
- Use the reef to spawn four Guardian Blue Coral Golems. Kill one to get a piece of Blue Coral.
- Return to Bandit Castle and give the coral to Shanrek the Forger who will give you a Fake Niffis Pearl which you can then take to any Agent of the Arcanum.
- The Agent will castigate you then give you an Official Agents of the Arcanum Notice to give to Shanrek. Shanrek will flag you to enter the portal to the Forger's Hideout just outside the walls at 66.6N 49.9E called KEEP OUT!.
- The portal sends you to a bandit mansion tucked away on the top of an obsidian spire at 76.0S 67.1W.
- There are several NPCs you can optionally talk to who give background about the operation. Go up and kill Gronk the Hammer who drops a Crate of Fake Niffis Pearls, a Niffis Shell Helm, and a Niffis Shell.
- Return the crate to an Agent of the Arcanum for a Writ of Refuge and a Scribe's Quill. You will be given one of four random quills, each one buffs a different tinkering skill.
