I belive this to be untrue. Originally I think holiday lights were a very random reward for Gift Box Quest introduced during the Hall of the Tusker Kings Event. They were very rare and eventually were also included in the Assault on Frost Haven seasonal quest. There is also a halloween version of these lights which are very very cool - jaclin FF
