Find the package, then take it to my brother at the Beach Fort at 76N, 49W!"

Jump down the hole and you'll land on a platform in the middle of a room. Look down to see bridges and jump down onto the north bridge (this way avoids needing lockpick). Go northeast after the bridge and you'll come to a room with Suzuhara Baijin's Care Package on the ground (it looks like a chest). Pick it up then go back to the bridge and jump down the use the Beach Fort portal.

Give the package to Suzuhara Sheshumi.

You give Suzuhara Sheshumi Suzuhara Baijin's Care Package. Suzuhara Sheshumi tells you, "A package? From my dear brother? What a wonderful man! So thoughtful, he is!" Suzuhara Sheshumi tells you, "And I should thank you as well for delivering this package to me. Would you be so kind as to return to him with this note of gratitude?"
