The only information related to the 60-89 version of this quest that was confirmed to be on the live servers were the stats for the Effigy and Pillar, and that the Gatekeeper of Cruelty was located at:

• 66.1N, 23.5W, Southwest of Stonehold.

The Gatekeeper location at 84.5S, 64.9W, Northeast of Candeth Keep, and at 1.0S, 76.0W, West of Fort Tethana were discovered on PhatAC.

All dialog comes from PhatAC.
