Why were "real" shadows omitted from the graphics?

Question Title: Why were "real" shadows omitted from the graphics?
Category: Graphics
Question: Referring to the shadows cast by an object onto other objects, not just shading of polygon models.
This sort of thing would significantly enhance the look of the game, but from what Ive noticed in games where shadows can be turned on/off, it may have a large impact on processing recources.
Is that why it was omitted from the graphics, and is it as great of a rendering task as it seems?
